Kyrian Resounding Clarity: For Kyrian, this is a good legendary.Numerically, since a nerf during PTR testing, it doesn't quite seem to have a strong enough niche for AoE either but it might still be worth keeping an eye on after the top legendaries. It gets better with more targets, especially for Outlaw where the damage from spike hits also translates into Blade Flurry. Necrolord Deathspike: This legendary is one that has only little use and impact in single target situations.Venthyr Obedience: Outlaw does not get as much value out of Flagellation and this legendary as the other two Rogue specs, however it is still a strong new legendary for single target.Rogues have received four new legendaries in 9.1. Mark of the Master Assassin can be very good with a lot of restealths.Guile Charm has shown up as a strong contender when running Ghostly Strike and Deeper Stratagem, provided there is a lot of combat uptime (which can devalue it in M+).Celerity is the generally recommended best legendary that is pretty good in all situations.Obedience is a solid single target legendary for Venthyr and the best one when also playing Assassination and/or Subtlety.Outlaw's legendary choices also stay mostly the way they were before, even with covenant legendaries joining the fold. Previous top builds from 9.0.5 will stay great builds as we go into the new content. Since there are no spec-specific changes, nothing has a meaningful impact on the optimal talent choices for endgame content. The shield from Cloaked in Shadows (Conduit) is now 50% larger, lasts for 4 seconds (previously had no duration) and no longer decays while the Rogue is out of stealth.It now applies a more powerful 5s poison for all non-lethal poisons (was Crippling Poison only). Shiv now always dispels enrage effects (was previously tied to using Numbing Poison).Serrated Bone Spike (Necrolord) bleed now properly benefits from critical strike chance.
